The Youth Options statute (118.55) was renamed the Early College Credit Program (ECCP). For more details, see https://dpi.wi.gov/dual-enrollment/eccp

Students enrolled in Youth Apprentice programs for which the district is paying full-time instructional (tuition) costs are eligible for inclusion in pupil counts.

In the old pupil count submission School Finance required to identifythe student as YA. In the new process it is not require to identify seperatly. These students are added to Resident Head count

Sending a student who’s enrolled in a section 118.15 contract

Students enrolled in a “section 118.15 contract” program (generally referred to as GED, HSED or CBO programs) are eligible for inclusion in pupil counts.

s. 118.15 Contracts - Student is a resident and meets all the following criteria. Student attends under Wis. Stat. § 118.15. A written agreement between the school board and a representative of the high school equivalency program or program leading to the student's high school graduation must be in place prior to the student's admission to the program. These programs are typically referred to as General Equivalency Diploma (GED), High School Equivalency Diploma (HSED), or Community Based Operations (CBO).

Sending a resident student who’s outside of the age requirement that must be met for grade levels.

Student is a resident and meets at least one of the following criteria:

  • student is counted in the preschool program but is under three years of age as of the count date and does not have an IEP (which are entered manually in WiSFIP);

  • student is counted in the 4K program but is under four years of age as of September 1 of the current school year and does not meet early entrance guidelines under Wis. Stat. §120.12(25);

  • student is counted in the 5K program but is under five years of age as of September 1 of the current school year and does not meet early entrance guidelines under Wis. Stat. §120.12(25);

  • student is counted in the 1-12 program but is under six years of age as of September 1 of the current school year and does not meet early entrance guidelines under Wis. Stat. §120.12(25);

  • student is counted in the 1-12 program but is special education and turned 21 years of age or older as of the first day of the current school term; or

  • student is counted in the 1-12 program but is regular education and turned 21 years of age or older as of the first day he/she receives instruction.

The attending district is the same as the resident district, which submits an enrollment record for the student.

Students who are non-resident and meet at least one of the following criteria:
