Student is in short term stay in a residential facility Informational only Test the Un common scenarios after you tally the Part 1 counts with Total Pupil count summary. 2.0 Sending a SwD (student with disability) student who’s placed in Residential Care Center (RCC) - Pre School SPED RCC’s are most complex case. In WISEdata, it is possible for 3 districts to be involved: 1) the district where the family lives, 2) the district where the child is receiving services, and 3) the accountable district. For Membership Pupil Count, SwD (Student with Disability) RCC scenarios only apply students who are under 6 years old and enrolled in grade level PK or headstart students in PK (Pre-school SPED) Use Case A. For the cases where the Resident District is providing SPED services, students are counted under Resident Head Count. Use Case B. For the cases where the Non-resident District submitting enrollment to WISEdata because IEP placed the student in the non-resident district, students are mostly under a contract between Resident and Non-resident (e.g.open enrollment). In this case, students are counted under resident open enrolled out. Use Case C. For cases where students are placed in RCC by court and family residency changes, DPI knows if student is RCC, but DPI does not know if student is placed by court. If placed by court, then the student should not be counted for membership. For that reason instead of falsely counting students under Resident Head Count, DPI is asking LEAs to submit count date receiving services as 'N'. In the case of RCC, SIS does not have to identify students as RCC. However, if LEA is submitting the enrollment they have to make sure membership attributes such as below are submitted to WISEdata. In this case, IEP placed the student in facility outside of WI. Currently, in WISEdata these students are reported, but DPI does not know if LEA is exiting the student or keeping them as enrolled. Also, SwD (student with disability) for pupil count is only for age less than 6 in PK. The general rule of thumb, if a student qualifies for membership pupil count report, the receiving services on count date as ‘P' or 'A’. else report receiving services on count date as 'N'. If the resident district submits the enrollment and SPED record. A student qualifies for membership, then DPI is going to count the student in Resident Head Count, else the student will show up as enrolled in WISEdata, but not meeting criteria for membership count date. DPI believes that this scenario will not have non-resident district because IEP has placed the student out of state. If LEA thinks that DPI has not fully addressed the use case then please submit the receving services as 'N' so that DPI does not account for the student in correctly. Oppurtunity for LEA Oppurtunity for LEA’s to report the challenges they are facing in submitting these students to WISEdata. For time student is in WISEdata If Submitting LEA is the Resident LEA and student does not have an IEP, then If qualified for count date, then report receving servies on count date as ‘P' or 'A’, else report receiving services as 'N' If Submitting LEA is not the Resident LEA and student does not have an IEP, then The student might fall under contract with non-resident. Currently, in WISEdata these students are reported, but DPI does not know if LEA is exiting the student or keeping them as enrolled. If LEA is exiting the student, then report the membership attendance for qualified count date If LEA is keeping the enrollment, then also report the membership attendance accordingly. It could be ‘P' or 'A’ for TFS, but blank for SFJ for example. Note : If Submitting LEA is the Resident LEA, the counts appear in Part 1 > Resident Head Count If Submitting district is not Resident LEA, then whoever is the submitting district needs to follow ‘students attending non-resident district' use cases. Ultimately the resident district counts the student in either case. Also there is ambuiguity around the practices LEA’s follow in reporting these students. Inorder to address this, If student is placed outside Resident district children’s Hospital then Attending district report the enrollment to WISEdata with residency status as ‘NR-CH’ and provide resident LEA as well. By doing so DPI would be able to count the student in Resident District Head count and additionally identify the student as placed in Children Hospital at non-resident district. Outcome of this use case: -Standardize collection of children’s Hospital students across all LEA’s. In future years School Finance can completly rely on WISEdata to get the children’s Hospital students list. Oppurtunity for LEA’s to report the challenges they are facing in submitting these students to WISEdata. Note : Receiving services P/A qualifies the student to be counted for membership Student placed in non-resident district Children Hospital . Basic difference is Residential Treatment means they are living there. Day treatment means they do not live there. Students in Day treatment centers are not seperated from the membership resident head count. In WISEdata these students are reported but DPI does not know if they are temporarily placed in day treatment centers. Because membership does not require to identify these students seperatly DPI treat the student like any other regular student. Most common LEA practices in submitting these students are If student is placed in temporary stay, then LEA keeps the enrollment and counts the student absent for the temporary stay. That means in WISEdata membership receving services is A if student on count date is placed in the Day Treatment Center but qualifies for membership attendance requirement. If student is placed in facility with a private school, then LEA exists the students. In order to address this, if student is in a challenge academy program, then the resident district should submit the enrollment to WISEdata. Additionally, the resident district identifies whether student is in challenge academy program. By doing so DPI will be able to count the student under Resident Head count and additionally identify the student is in challenge academy program. Outcome of this use case: Standardize collection of Challenge Academy students across all LEA’s. In future years, School Finance can completly rely on WISEdata to get the challenge academy students list. Opportunity for LEA’s to report the challenges they are facing in submitting these students to WISEdata. In WISEdata resident district submits the student. Example 1: Student is at challenge academy for entire school year. Note : While working with LEA make sure they have a way to identify and publish challenge academy students in their SIS. Based on the program begin and end date DPI will be able to identify the duration of the student in Challenge Academy 12.0 Sending a student participating in the challenge academy program AND the student does not have an enrollment record in WISEdata There are two Challenge Academy classes/year, one begins in July and ends in December and the other begins in January and ends in June. Challenge Academy students do not have a month-long break. For students enrolled in a private school or homeschooled, the Resident LEA is responsible for reporting an enrollment record (SSA) and a CA program record (SPA). The CA program usually starts on Jan 24, which doesn’t align with the fall enrollment dates. In this case, once the resident LEA gets a list of CA students, then they can create an enrollment (entry date = when they know the student started in CA, e.g. Jan 24) and send a /SPA record with Program Name as 'Challenge Academy'. DPI include all students enrolled in the CA program in the pupil count even if the student wasn’t previously enrolled in WISEdata on the 2FJ count date (the SSA entry date is after the 2FJ).
