This endpoint captures the special education programs in which a student is involved or from which they receive services.

The Student Special Education Program Association (sSEPA) endpoint records should only be submitted for primary and PPP enrollment types.

This endpoint is NOT expected from Choice schools.

Meeting to Review, Revise or Change the Existing IEP: A review/revision/change to certain parts of an IEP may occur outside of an annual IEP meeting. During the meeting, changes could be made to one or more of the below listed data fields on the sSEPA. In this scenario, the new SSEPA record should be submitted whenever the IEP is ‘Reviewed’, ‘Revised’ or ‘Changed’ and there is a change to any fields as a result of the meeting. Also note that when status of Parent Placed Private changes, new IEP dates are also triggered. One or more fields could change as a result of either of the above meetings. In any case, a new SSEPA record has to be submitted with the SSEPA Begin Date as the date of change to one of the following SSEPA elements: WI DPI FAPE Responsible School Reference Special Education Setting (Education Environment) Last Evaluation Date IEP Begin Date IEP End Date Disability Parent Placed Private School ID An SSEPA End Date has to be submitted on the previous SSEPA record when there is a subsequent new SSEPA record for the student in the same district. The SSEPA End Date would be one day before the SSEPA Begin Date of the subsequent SSEPA record. In addition, the Special Education Exit Reason would be set to ‘Continuing in Special Education’ on the previous SSEPA record. Example: An annual IEP meeting takes place in the middle of the school year. SIS or Special Education vendor will send one SSEPA record at the beginning of the school year. The IEP from the past school year is continued, so the SSEPA Begin Date will be the first day of school the student received special education services. Another SSEPA should be submitted that reflects the review/revision/change.The SSEPA Begin Date will be the date the review/revision/change has been implemented and the SSEPA End Date of the first record will be updated to the day before the change was implemented. The Special Education Exit Reason of that same record will be set to ‘Continuing in Special Education’. This date should be used as the sSEPA End Date. When a parent revokes consent, SSEPA records must be submitted or amended when services end before an annual review or any other review/revision/change: One record is sent at the beginning of the school year (continuing IDEA eligible student). The SSEPA Begin Date will be the first day of school. The parent revoked consent, and the last day of services on the notice sent to the parent to indicate the date of services will end is 10/15/18. The initial SSEPA record is updated with this End Date in addition to the Special Education Exit Reason of “Revoked consent for special education services”. After the meeting the district sends the parent the notice indicating services will end on 02/02/18. One record is sent at the beginning of the school year (continuing IDEA eligible student). The SSEPA Begin Date will be the first day of school. Once the IEP team determines the student is no longer eligible for special education and the notice informing the parent that services are ending is sent out, the original SSEPA that was submitted is amended to show that the SSEPA End Date is 02/02/2018 (the date of the notice) and the Special Education Exit Reason is ‘Transferred to regular education’. The first record is amended when the parent chooses to withdraw the student from public school and enroll them in home school instead. The SSEPA End Date is set to the enrollment exit date and the Special Education Exit Reason is set to ‘Transferred to regular education’. Error: A student can't be placed in-state and out-of-state in the same SSEPA record. 34.0 General RCC Placement Change A student experiences a change in their RCC placement, either within the state or to a different state. A change in placement requires an IEP team meeting. Moving a student to or out of an RCC is a change of placement and therefore requires an IEP team meeting to determine if the proposed placement is appropriate and revise the student’s IEP accordingly. A change in placement does not require a reevaluation of the student. An IEP review needs to be conducted to adjust the educational plan based on the new placement setting 34.1 Short-Term RCC Placement A student changes the RCC placement to either in-state or out-of-state, prompting an IEP review to reflect the change in educational setting. The LEA ends the current SSEPA record with a SPED exit date and reason of C - Continuing in Special Education. The LEA must collaborate with county representatives and RCC staff to develop a reintegration plan if the student is transitioning back into a public-school setting. The IEP has been reviewed to accommodate the placement change and any adjustments to the student's educational goals or services. The LEA ends the current SSEPA record with a SPED exit date and reason. The LEAs submits a new SSEPA record with the updated IEP dates without RCC information 35.1 Student Exits RCC Placement and Returns to Public School A student exits the RCC placement and re-enrolls in a public school within the same district. The IEP team reviews and updates the IEP to align with the educational environment of the public school. The LEA ends the current SSEPA record for the RCC placement, indicating the exit date and reason. The LEA submits a new SSEPA record reflecting the student’s re-enrollment in the public school, including updated educational services as necessary. 35.2 Student Exits RCC Placement but Does Not Return to the LEA A student exits the RCC placement and moves to a group home, no longer being served by the original school district. The IEP team provides necessary documentation for the student's transition, if applicable. The LEA ends the current SSEPA record for the RCC placement, submitting the SPED exit date and reason 35.3 Student Exits RCC Placement, but Transfers to Another LEA A student exits the RCC placement and transfers to another LEA. The IEP team provides necessary documentation for the student's transition The current LEA ends the existing SSEPA record for the student by submitting the SPED exit date and reason. The receiving LEA establishes a new SSEPA record to reflect the student’s continued placement in the RCC and updates the IEP to align with its services and settings. Both LEAs coordinate to ensure the student’s records and IEP are accurately transferred and updated. 36.0 Overlapping RCC Placements The LEA submits duplicate or overlapping RCC placement records for the same student The LEA receives the error specifying the overlap The student has been placed in an RCC earlier in the school year. An IEP review is conducted, and a new RCC placement is decided The LEA ends the current SSEPA record with a SPED exit date and reason. The LEAs submits a new SSEPA record with the overlapping dates 37.0 Student with Dual Enrollment in RCC and Partial Public School Attendance A student may attend an RCC part-time while also receiving instruction at a public school. If an IEP team determines the student can appropriately receive special education services in the LEA, the LEA must provide the services and is eligible for state tuition categorical aid.
