This endpoint represents an LEA’s responsibility for a student.
For unenrolled students* receiving services from an LEA, an /studentEducationOrganizationResponsibilityAssociation record must exist before submitting an /studentSpecialEducationProgramEligibilityAssociations record. The /studentEducationOrganizationResponsibilityAssociation can only be submitted by SIS vendors, whereas studentSpecialEducationProgramEligibilityAssociations can be submitted to WISEdata from both SIS and SPED vendors.

This endpoint is NOT expected from Choice schools.
