World Language Education (Public LEA Only)

This domain represents world language course data that meet the needs of heritage or second language learners. Such courses were previously commonly referred to as "Foreign Language" courses. The program has adopted the term "World Languages" to reflect the reality that these languages are spoken by resident communities within the United States as well as others in other nations.

Wisconsin State Statutes require access to world language education beginning in grade 7. Enrollment and Roster data is used for year-to-year comparisons to capture changes in world language participation over time. Because world languages are an elective subject, this information is valuable both for districts and the State. This data is also used for comparisons at the national level. The numbers may be important for grant applications.

World Language Education is not expected from Choice schools.

Former English learners should NOT be reported using the LIEP association. LEAs will report the WL program on /section (course-level). If a student is enrolled in the section with a WL program association, then DPI adds the students to the WL program (student-level). 7.0	Sending the WL program for a non-English learner enrolled in a bilingual education course	Never EL: a student has an ELP code 7. This student would never be assigned an LIEP association. LEAs will report the WL program on /section (course-level). If a student is enrolled in the section with a WL program association, then DPI adds the students to the WL program (student-level). Bilingual and dual language programs may serve as world language programs for students enrolled in those programs who are not English Learners (non-ELs). 8.0	Sending the WL program for never-/Former- ELs enrolled in a world language course	World Language courses are domestic courses of study in languages other than English. Courses may be designed to meet the needs of heritage or second language learners. DPI strongly recommends beginning regular world language instruction as early as possible in the elementary grades. Elementary school world language programs could be: Exploratory World Language Program (EXWL), Elementary School World Language Program (ESWL) or Content-Based World Language Program (CBWL). Grade levels 6-12 world language programs could be: Secondary Level World Language Program (SLWL), Heritage Learner World Language Program (HLWL), or American Indian Language Program (AIWL).
