This domain represents world language courses course data that meet the needs of heritage or second language learners. Such courses were previously commonly referred to as "Foreign Language" courses. The program has adopted the term "World Languages" to reflect the reality that these languages are spoken by resident communities within the United States as well as others in other nations.

Wisconsin State Statutes require access to world language education beginning in grade 7. Enrollment and Roster data is used for year-to-year comparisons to capture changes in world language participation over time. Because world languages are an elective subject, this information is valuable both for districts and the stateState. This data is also used for comparisons at the national level. The numbers may be important for grant applications.

DPI has been performing data quality checks for grade levels 9 to 12. DPI is expanding this effort to 6 -12 grade levels along with the submission of world language coursework data. The change in the 2022-23 SY is that schools, who have not been sending roster data, need to send data for 6 - 8 grade levels as well as world language data for 6 -12 grade levels.

🆕 Sending course for endangered and indigenous Asian (Hmong) and North American (Ho-Chunk, Ojibwe, Oneida, Potawatomi, Menominee, and Mahican) Languages (2023-24 SY and later)

The course list has been expanded to include endangered and indigenous Asian (Hmong) and North American (Ho-Chunk, Ojibwe, Oneida, Potawatomi, Menominee, and Mahican) Languages.

SIS vendors should update their course catalog to ensure these languages are added. These courses will have a courseIdentificationSystemDescriptor as ‘WLL’.

🆕 Sending the WL program for English Learners (ELs)

English Learners are students who, per the HLS, have produced a positive response to be screened, could carry an ELP level of 1-5, as dependent on the results of the language proficiency screener.

Any identified English Learner must have an LIEP association that indicates the primary means by which that student is learning English. A district may also indicate a secondary LIEP.

Any English learner can also be enrolled in a world language course and should be reported as would any other student. There are not any WL course codes that specifically should or should not be used for ELs. World Language courses depends on the context in which an EL student is participating in the program.   • If an EL is participating in a dual language bilingual program that provides them with instruction in their home language (e.g. A native Spanish-speaking English Learner is enrolled in a dual language education program), then that program would be considered their LIEP and they should be reported as an EL rather than as a WL learner.   • If an EL is participating in WL programs/classes as WL learners AND have an LIEP (e.g. Spanish-speaking English Learner enrolled in German class). In those cases, the LEA can send the WL program on the /section along with the /studentLanguageInstructionProgramAssociation record with a bilingual code. For example, students who are ELs may be enrolled in one-way or two-way bilingual programs that provides instruction in English and in a target language that is not their home language.

  • If an EL is participating in a WL course that is in their home language that is designed to build on and expand students’ knowledge of their home language (e.g. A Spanish-speaking English Learner is enrolled in a Heritage language class), and the course is part of their LIEP, then they should be reported as an EL rather than as a WL learner.

No WL program is required for ELs.

🆕 Sending the WL program for a former English learner

Regression Test

Former English Learner: A student who maintain ELP code 6 after reaching English Language Proficiency.

Former English learners should NOT be reported using the LIEP association. If the former EL is still participating in a Bilingual Program, they should be reported as WL learner.

  • If a student is a former EL (completed the two years of monitoring) and participating in bilingual or dual language programs, then the WL codes should be used and the student should be classified as WL learners.

Bilingual and dual language programs may serve as world language programs for students enrolled in those programs who are not English Learners (non-ELs). For example, a never-English learner enrolled in a district’s dual language program would then be reported using the WL codes.
