This data collection is for Timely Initial Evaluations (Indicator 11), which requires the State to annually report on the percent of children who were evaluated within 60 days of receiving parental consent for initial evaluation. These would be children for whom the LEA has received a referral to be evaluated to determine eligibility for special education services.  A referral generally will be made to a child’s district of residence.  A private school would never be reporting the Indicator 11 data as the private school does not complete the evaluation. A referral could be made for a child below compulsory school age, currently enrolled in a public school, parentally placed in a private school, or receiving home-based education.

If the child is not enrolled* in a public school district but receiving services from an LEA, an , they must be assigned a WISEid, and a /studentEducationOrganizationResponsibilityAssociation record must be submitted before the LEA can submit the /studentSpecialEducationProgramEligibilityAssociations record. The /studentEducationOrganizationResponsibilityAssociation can only be submitted by SIS vendors, whereas /studentSpecialEducationProgramEligibilityAssociations can be submitted to WISEdata from both either SIS and SPED vendors.
