Timely Initial Evaluations (Indicator 11) Data Collection

Indicator 11: Timely Evaluation is expected to be current and accurate for December Student Demographic snapshot. See communication from March 28, 2024 Indicator 11: Timely Initial Evaluations - Integration into WISEdata

This data collection is for Timely Initial Evaluations (Indicator 11), requiring the State to annually report the percentage of children evaluated within 60 days of receiving parental consent for initial evaluation. These evaluations determine eligibility for special education services and are typically referred to the child's district of residence.

A student's relationship with an LEA is established through the services they receive, including general education or eligibility determination. Authorization identified is via the /studentSchoolAssociation endpoint for enrolled students or the /studentEducationOrganizationResponsibilityAssociation endpoint for unenrolled students.

Referrals can be made for:

  1. Currently Enrolled Public School Students

    • Should have a WISEid and a /studentSchoolAssociation record.

    • If found eligible for special education and with parental consent, a /studentSpecialEducationProgramAssociation (sSEPA) record will be created.

  2. Non-Enrolled Children

    • Non-enrolled children are those without a WISEid or /studentSchoolAssociation. It includes:

      • Children who are below compulsory school age but may be eligible for Educational Service (PK) and my receive services at the school.

      • Parentally Placed Private enrollment types

      • or receiving home-based education.

    • Must be assigned a WISEid and a /studentEducationOrganizationResponsibilityAssociation (SEORA) record before submitting a /studentSpecialEducationProgramEligibilityAssociations (sSEPEA) record.

Once a parent consents to their child's evaluation for special education eligibility, LEAs are legally required to complete the evaluation within 60 days. Failure to meet this deadline constitutes noncompliance, which is crucial for monitoring and the SEA special education team's annual reporting. There may be allowable exceptions for evaluations that exceed the timeframe.

Indicator 11 reports on children found eligible, not eligible, and those with undetermined eligibility for special education services.

The /SEORA can only be submitted by SIS vendors, whereas /sSEPEA can be submitted to WISEdata from either SIS and SPED vendors.

This endpoint is NOT expected from Choice schools, Private schools or County Children with Disability Education Board (CCDEB) schools.

Prereq:

When the LEA receives a referral to evaluate the student and determine their eligibility for special education services, then the LEA must do the following within 15 business days:

  • Send the parents a notice of receipt of referral

  • Conduct a review of existing data

  • Send the parents either a notice that no additional testing is required or a notice seeking consent to conduct the additional testing.

The 60 calendar day timeline begins either:

  • On the date, the district sends the notice that no additional testing is required, or

  • On the date, the consent for the additional testing is received by the district

When parents provide consent for evaluation and the evaluation was completed past the 60-day timeframe, then the LEA completed the evaluation submits /studentSpecialEducationProgramEligibilityAssociation (SSEPEA) and provide a valid Evaluation Delay Reason to the 60-day timeframe that applied or provide at least one Late Reason.

  • The Evaluation Delay Reason (i.e. exception) is submitted when the evaluation is not/will not be completed within the statutorily defined 60-day timeline and a State identified exception to this requirement applies.

  • The Evaluation Late Reason is submitted when the evaluation is not/will not be completed within the statutorily defined 60-day timeline and a State identified exception to this requirement does NOT apply.

  • The Evaluation Late Reason cannot also be supplied when a Evaluation Delay Reason is submitted, and vice versa.
