World Language Education

 

 

This domain represents world language course data that meet the needs of heritage or second language learners. Such courses were previously commonly referred to as "Foreign Language" courses. The program has adopted the term "World Languages" to reflect the reality that these languages are spoken by resident communities within the United States as well as others in other nations.

Wisconsin State Statutes require access to world language education beginning in grade 7. Enrollment and Roster data is used for year-to-year comparisons to capture changes in world language participation over time. Because world languages are an elective subject, this information is valuable both for districts and the State. This data is also used for comparisons at the national level. The numbers may be important for grant applications.

World Language Education is not expected from Choice schools.

Submit world language coursework for 6-12 grade levels

DPI has been performing data quality checks for grade levels 9 to 12. DPI is expanding this effort to 6 -12 grade levels along with the submission of world language coursework data. The change in the 2022-23 SY is that schools, who have not been sending roster data, need to send data for 6 - 8 grade levels as well as world language data for 6 -12 grade levels.

The WL program codes has changed for the 2022-23 SY onward.

  • FLEX is replaced by Exploratory World Language Program (EXWL)

Sending a student who participates in a WL program (2022-23 SY and later)

New WL programs have been added for the 2022-23 SY onward:

  • American Indian Language Program (AIWL)

  • Dual Language Education - Heritage Learners (DLDB-HL)

Sending course for endangered and indigenous Asian (Hmong) and North American (Ho-Chunk, Ojibwe, Oneida, Potawatomi, Menominee, and Mahican) Languages (2023-24 SY and later)

The course list has been expanded to include endangered and indigenous Asian (Hmong) and North American (Ho-Chunk, Ojibwe, Oneida, Potawatomi, Menominee, and Mahican) Languages.

SIS vendors should update their course catalog to ensure these languages are added. These courses will have a courseIdentificationSystemDescriptor as ‘WLL’.

Sending the WL program for English Learners (ELs)

LEAs must first check the course the EL student is enrolled in. If the course is NOT a bilingual program, then the LEA should send a Language Instruction Educational Program (LIEP) with an ESL code (listed below) on the /studentLanguageInstructionProgramAssociation endpoint. For information on how to report ELs, visit:

ENGLISH AS A SECOND LANGUAGE (ESL) PROGRAMS:

  • Content-Based ESL (ESL-CB)

  • Integrated ESL (ESL-INT)

  • ESL- Integrated SPED (ESL- INTSPED)

  • Newcomer ESL (ESL-NEW)

  • Stand Alone ESL/ELD (ESL-SA)

  • Sheltered ESL Instruction (ESL-SI)

  • Other researched-based LIEP not described in the LIEP crosswalk (OTHER)

Any identified English Learner (ELP level of 1-5) must have an LIEP association that indicates the primary means by which that student is learning English. A district may also indicate a secondary LIEP. When choosing which LIEPs to implement, districts should refer to DPI’s LIEP Crosswalk.

EXAMPLE: Akemi is an EL with an ELP of 4. She is learning English through ESL-SI Sheltered English Instruction LIEP.

No WL program is required for ELs.

Sending the WL program for a former English learner enrolled in a bilingual education course

  • Former English Learner: A student who maintain ELP code 6 after reaching English Language Proficiency. Former English learners should NOT be reported using the LIEP association.

  • LEAs will report the WL program on /section (course-level).

  • If a student is enrolled in the section with a WL program association, then DPI adds the students to the WL program (student-level).

If the former EL is still participating in a Bilingual Program, they should be enrolled in a WL Program. The WL program code will vary based the student population. When choosing which WL program, districts should refer to

  • If the class consist of primarily English-speakers/proficient learners, then the WL program would be One-Way Dual Language Education Program (OWDL)

  • If the class consist two populations (English- speakers/proficient learners along with English Learners), then the WL program would be Two-Way Dual Language Education Program - World Language Cohort (DLTW-WL)

  • If the class consist of one student papulation (former ELs and non-EL heritage language learners), then the WL program would be Dual Language Education Developmental Bilingual - Heritage Learners (DLDB-HL)

EXAMPLE: Ahmed’s ELP level was assessed as a 6 In order to continue to measure his success with language and academic learning, Ahmed’s language program is now DLTW-WL code for Dual Language Two-Way - World Language Cohort.

Sending the WL program for a non-English learner enrolled in a bilingual education course

Never EL: a student has an ELP code 7. This student would never be assigned an LIEP association.

  • LEAs will report the WL program on /section (course-level).

  • If a student is enrolled in the section with a WL program association, then DPI adds the students to the WL program (student-level).

Bilingual and dual language programs may serve as world language programs for students enrolled in those programs who are not English Learners (non-ELs). The WL program code will vary based the student population (see above). When choosing which WL program, districts should refer to

Sending the WL program for never-/Former- ELs enrolled in a world language course

World Language courses are domestic courses of study in languages other than English. Courses may be designed to meet the needs of heritage or second language learners.

DPI strongly recommends beginning regular world language instruction as early as possible in the elementary grades.

  • Elementary school world language programs could be: Exploratory World Language Program (EXWL), Elementary School World Language Program (ESWL) or Content-Based World Language Program (CBWL).

  • Grade levels 6-12 world language programs could be: Secondary Level World Language Program (SLWL), Heritage Learner World Language Program (HLWL), or American Indian Language Program (AIWL).

  • Grade levels 9-12 world language programs could be: American Indian Language Program (AIWL), or Facilitated World Language Study Program (FWLS)

EXAMPLE: Maria wants to take AP Spanish Language & Culture in her sophomore year of high school. Her family speaks Spanish and English at home. Her school offers a HLWL Heritage Learner World Language Program in Spanish. She enrolls as a Freshman to sustain and improve her language and literacy skills in Spanish in preparation for her AP course.
